Not quite, all Lipo balancing chargers balance the cells during the charging process not after the battery is charged. So when the battery has been used and is ready for charging select balance mode and it will balance the cells during the charging.
They do this by bypassing some of the current going to the highest voltage cells, to let the lower voltage ones catch up, on the D7 this is 300ma according to the instructions. So if you are charging the pack at say 2 amps then to balance the highest voltage cell 300 ma will be bypassed around the cell and it will charge at 1.7A and the others at 2.0 A until they have caught up.
As a battery gets used the cells degrade slightly over time and this is not even over the pack so you will see different cell voltages on the pack after use.
As a matter of course I always balance charge my cells, the only downside is that it takes a little longer depending on how out of balance they were to start with.
